The region of Russia where the largest number of LNG projects are concentrated. According to information as of June 2025, the Leningrad Region is becoming the largest center for gas processing and gas chemistry.
The region is home to medium-tonnage LNG production facilities: Gazprom LNG-Portovaya LLC, Kriogaz-Vysotsk LLC. Two large-scale complexes are being built in the Ust-Luga port area (Kingisepp district):
"Luzhsky Chemical Complex" (JSC "Ivamaris"). It is planned to produce 1.8 million tons of polymers per year for the automotive, woodworking and chemical industries. 70% of products are going to be exported to Southeast Asia, India, Vietnam and Brazil.
"Baltic Chemical Complex". It is planned to produce various types of polyethylene (up to 2.8 million tons per year) from ethane, as well as 13.1 million tons of LNG per year. A significant portion of the production will be exported (Europe, Asia) and import substitution within the country.

The Moscow Region is an advanced and comprehensively developed region of the Russian Federation. It is particularly attractive for the location of liquefied natural gas production and consumption facilities: transport accessibility, convenient locations, availability of potential liquefied natural gas consumers in the region and neighbouring regions, access to raw natural gas for subsequent liquefaction.
Several LNG fuelling complexes and liquefied natural gas projects are successfully operating here. Two projects of PJSC Gazprom Group are under implementation - in Shatura and Solnechnogorsk. A number of projects of OOO Novatek LNG Toplivo have already been implemented in the region, including the construction of a low-tonnage LNG production facility in the Kashira SEZ.

The Far Eastern Federal District is unique in terms of the number of LNG projects currently underway.
The region plays a key role in Russia's economic and geopolitical strategy, providing direct access to the Asia-Pacific region. The path to 100% gasification has been identified as one of the development goals (in this matter, the Sakhalin Oblast claims to be a pioneer in the Russian Federation), and LNG will be the main tool for gasification and transport fuel supply here. It is here that one of Russia's large-capacity LNG projects, Sakhalin Energy, is located. This region is the first in Russia to apply comprehensive gasification of the region by means of LNG - through "virtual" gas pipelines.
In the future, it will be the place where the largest project on socially significant application of LNG and creation of comfortable living conditions for the population will be realised.
